about Substance Abuse Services Mandated by Iowa's
OWI Law
Requirements of the Law
Iowa's OWI
law mandates that all offenders:

Complete an education
course for drinking drivers, approved by the Iowa Department of
Transportation (DOT).
·
Complete a substance
abuse evaluation (and all treatment services recommended by this evaluation).
SATUCI offers evaluation and treatment services
which meet the above requirements of the OWI law.
Reinstating a Driver’s License
A revoked driver's license cannot be reinstated
until the offender pays a $200.00 civil penalty and:

Proof of completion
of an approved education course for drinking drivers is presented to the Iowa
DOT.
·
Proof of completion
of a substance abuse evaluation (including treatment services recommended by
this evaluation) is presented to the Iowa DOT.
SATUCI's evaluation/treatment services satisfy the Iowa
DOT requirements for reinstatement of a revoked driver's license.
The Agency
SATUCI, the Substance Abuse Treatment Unit of Central
Iowa has been offering treatment and prevention services since
1980. The agency is licensed by the Iowa Department of
Public Health, Division of Substance Abuse, providing services to persons
from Marshall, Hardin, Poweshiek,
and Tama Counties.
Services and Staff
SATUCI's services include substance abuse
evaluation and treatment, as well as a host of prevention activities. Our
counselors are certified by the Iowa Board of Substance Abuse Certification.
It is our goal to provide clients with quality
individualized and effective services based on their needs.
Evaluation
SATUCI's evaluation process meets the requirement
of the OWI law, which mandates that offenders receive a substance abuse
evaluation. The evaluation process allows SATUCI to understand
and assess existing substance abuse problems to determine the most
appropriate way for the agency to address individual client needs. Sessions,
normally one hour in length, review the life of the client being evaluated
(including a review of substance use history and its impact on that client).
Price for the evaluation is $125.00 if the incident occurred in the State of Iowa.
If the incident occurred outside the State of Iowa,
the OWI evaluation price is $160.00.
Outpatient
Treatment
SATUCI offers three types of outpatient treatment
which vary in their intensity of service. These include: Intensive
Outpatient, Extended Outpatient, and Continuing Care. Treatment services
are offered in group and individual sessions, based on the client's
particular needs.
Confidentiality
The confidentiality of client records is protected
by applicable Federal law. Generally, the agency may not disclose to anyone
outside the program that an individual is a client at SATUCI, or disclose any
information identifying the client as an alcohol or drug abuser, unless a
specific release of information form has been signed by the client.
Fees
Fees for treatment counseling services are based on
a sliding fee scale, which considers a client's income in determining the
cost for treatment services at SATUCI. The agency accepts Medicaid
reimbursement and many health insurance policies cover our treatment
services. To ensure that benefits are available, clients should contact their
health insurance carrier to set up pre-authorization, prior to their first
appointment at SATUCI.
Fees for evaluations are mandated by Iowa's
OWI law and are set for all clients at $125.00 if the incident occurred in
the State of Iowa. If the
incident occurred outside the State of Iowa,
the OWI evaluation cost is $160.00.
Evaluation fee MUST be paid prior to SATUCI
notifying the Iowa DOT that the
client has completed requirements for reinstating a revoked driver's license.
Bilingual
Services
Spanish language bilingual services are available
on a limited basis for evaluations and treatment services.
